Dell Parker, Scotland County Board of Elections director, presented Dr. William “Bill” Purcell, who will be retiring from the local elections board at the end of this month, with a plaque. Purcell has served as chairman of the Board of Elections since July 2018. Fellow board members collectively shared accolades and well wishes.
