Scotland County has new leadership after the board of commissioners voted unanimously to elect Guy McCook as chairman and Carol McCall as vice-chair.
McCook replaces Bob Davis in the center seat. Davis served for two years as chairman and said Monday that he was grateful for the opportunity.
“It’s been my dutiful honor and privilege (to serve as chair),” Davis said at the close of Monday’s meeting.
The new chairman praised Davis for his commitment to the board and for the changes he installed in how the board does business.
“You have improved the work that the board does … and I hope I can continue to move us along,” McCook said.
Monday also marked Whit Gibson’s first meeting as commissioner. Gibson was elected earlier this year to replace the retiring Joyce McDow.
“I am excited to be here,” said Gibson.
Gibson will go through an orientation session hosted by County Manger Kevin Patterson at 8:30 a.m. today. The orientation will feature county department heads and is designed to assist Gibson in understanding their needs. Other board members are expected to be present at the meeting, to be held at the county’s West Covington St. building.
“Instead of delivering 400 pages of (orientation-related) paper, we thought this would be a good idea,” Patterson said of the orientation meeting with Scotland County department heads.
Audit
An audit of the county’s 2012 financial year books was presented to the board by Carl Head of Lundin Accounting revealed that the county was in better shape this year than in previous years.
“(There was) an improvement from the prior year in the general fund,” Head said, adding that the county’s current fund balance is in excess of the 8 percent required by the Local Government Commission, at 9.8 percent.
Head advised the board to search for new revenue streams and to undertake further cost cutting measures with regard to the county landfill, which still suffers from negative cash flow.
“It seems to me we have made good headway,” said Davis of the audit results, giving some credit for the improvement to finance officer Charles Nichols.
According to McCook, meetings have already been held between himself, Patterson and Nichols to discuss a “plan to correct the negative cash flow issue.”
ABC Board Chair
Dee Hammond was unanimously re-appointed to serve as chair of the ABC board by the commissioners.
